City of Georgetown 911 Service Fee

Pursuant to City of Georgetown Ordinance 2020-13, and effective December 1, 2020, all occupied units shall be subject to a monthly 911 Service Fee. Multi-unit buildings shall remit this fee for each occupied unit. For example: A four (4) unit apartment building with four (4) occupied units, in July, 2022, shall remit $32.00 per month. Failure to remit the fee(s) required under this Ordinance shall result in a $10/month penalty, per delinquent occupied unit. Any party responsible for payment of the 911 Service Fee who misrepresents his/her/its obligation to remit the Fee shall be guilty of a Class A Misdemeanor. IF MULTIPLE UNITS ARE REPRESENTED ON YOUR MONTHLY GMWSS BILL, PLEASE CONTACT GMWSS IMMEDIATELY TO REPORT THE NUMBER OF OCCUPIED UNITS ON YOUR PROPERTY(IES).

•  Rate Effective July 1, 2022 - June 30, 2023: $8.00/month/unit
•  Rate Effective July 1, 2021 – June 30, 2022: $7.00/month/unit

The revenue generated by this fee will be utilized for expenditures directly attributable to the establishment, operation or maintenance of a public safety answering point, the delivery of 911 emergency services, or the provision of 911 services. Question:
I live outside the City of Georgetown, do I have to pay the 911 Service Fee?
Answer: No, the 911 Service Fee only applies within the City Limits.

 
Question: How much is the fee?
Answer: The schedule of fees is listed below:

Rate Effective July 1, 2022: $8.00/month

(Rate Effective July 1, 2021 – June 30, 2022: $7.00/month)
(Rate Effective December 1, 2020 – June 30, 2021: $6.00/month)

Question: Who is required to pay the fee?
Answer: The party responsible for payment of a GMWSS utility bill (water, sewer, garbage, or any combination of these services) shall remit the fee for each occupied unit served under that bill.

Question: What do I do if a unit is unoccupied?
Answer: Report the unit vacancy to GMWSS using the 911 Fee Adjustment Request Form
• If/when the unit becomes occupied in the future, report the occupancy to GMWSS.
• Per ordinance:  A unit will be considered “occupied” if it generates the need for services such as water, sewer, gas, telephone, electric or solid waste collection.

• Changes can be made ONE time per month.
• Total number of units on the 10th of each month will be billed the 911 fee
 (depending on administrative timing of updates).


Question: Where does the revenue generated by this fee go?
Answer: The revenue generated by this fee will be exclusively utilized for expenditures directly attributable to the establishment, operation or maintenance of a public safety answering point, the delivery of 911 emergency services, or the provision of 911 services.

Question: What is the penalty for failure to remit the fee?
Answer: Failure to remit the fee(s) required under City of Georgetown Ordinance 2020-13 shall result in a $10/month penalty, per delinquent occupied unit. Any party responsible for payment of the 911 Service Fee who misrepresents his/her/its obligation to remit the Fee shall be guilty of a Class A Misdemeanor.

Question: If the City of Georgetown receives this revenue, why does GMWSS collect the fee?
Answer: GMWSS is administratively equipped to collect this fee in the most efficient manner.

Question: How did the City fund “expenditures directly attributable to the establishment, operation or maintenance of a public safety answering point, the delivery of 911 emergency services, or the provision of 911 services” prior to the imposition of this fee?
Answer: Prior to the assessment of the 911 Service Fee, the City’s portion of funding for the Georgetown-Scott County 911 Center operations was covered using general fund revenues.
